2016年:

 

之前的增长与之后的停滞

                                     

2007年,中美签署了《构建“中美旅游战略性合作框架”倡议书》等合作文件,共同发起了中美旅游高层对话机制。第二年,两国政府签署ADS(Approved Destination Status)协议,正式开展中国公民组团访美业务。

中美政治互信、经济合作和民间友好氛围,有力推动了双向旅游需求的增长和产业合作的深化。2014年,两国政府达成协议,互为对方商务、旅游人员颁发10年有效签证。这一年,中国公民首站赴美旅游首次超过200万人,并超过美国来华旅游人数。

2015年,在习近平主席访美期间,中美双方共同宣布2016 年为“中美旅游年”,举办了百余项旅游交流活动,有力地推动了双方的旅游交往。2016年,两国旅游双向往来人数突破了500万人次关口,赴美中国游客首次超过300万人,旅游消费支出也首次超过300亿美元。

回顾过去,我们深刻认识到:没有两国元首的把舵领航、高层互访、政治互信和业界互动,就没有可持续的旅游交流和高质量的旅游发展;人民之间的相互往来和旅游业界高频互动,有效促进了两国人文交流和文明互鉴。

                                     

2024年:

 

信心增长与供应链修复

                                     

 

2023年11月,习近平主席在旧金山出席美国友好团体联合欢迎宴会并发表演讲,中方未来5年愿邀请5万名美国青少年来华交流学习。两国元首的倡议、政府的推进和青少年的互动,奠定了当前和今后中美人文交流愈发稳定的现实基础,提振了中美旅游合作的发展信心。

中国游客访美的满意度一直稳定在80分以上的“满意”区间,访华美国游客满意度也一直处于高位。今年3月28日,习近平主席曾经访问过的林肯中学师生代表访华后对中国留下了深刻印象:“故宫好大啊!我们走了很多路。我给许多穿着美丽传统服饰的女孩拍了照片”。中美两国互为重要的客源市场、旅游目的地和产业合作伙伴,无论是旅游项目投资、旅行服务、组团接待,还是住宿品牌和零售渠道合作,都有着广阔的发展前景。随着疫情的结束,中国公民赴美国旅游得以快速复苏,2023年,美国重归中国公民长线出境旅游目的地第一位。

在对未来保持乐观预期的同时,我们也关注航空运力的不足制约了旅游供应链恢复,抑制性的旅行政策影响了两国游客的目的地选择。2019年,中美间每周直航300多个航班,目前不到100班。疫情三年流失的旅游从业人员尚未完成召回,也直接影响供应链的有序恢复。令人不安的是,受签证、海关、移民、安全等网络负面消息的影响,部分中国游客近年来放弃了访美计划。受国务院将赴中国内地旅行定为“第三级”,建议公民“重新考虑是否前往”的政策影响,一直处于高位的美国游客对华满意度开始波动,选择其它亚洲国家作为远程旅游目的地的美国游客开始增多。

                                     

2035年:

 

共商愿景与相向而行

                                     

面向未来,共商旅游交流合作新理念。中国正走向繁荣发展新周期。今年劳动节假日五天,全国国内旅游出游2.95亿人次,游客总花费1668.9亿元,分别较2019年同期增长28.2%和13.5%;入境游客177.5万人次,出境游客189.7万人次,接近2019年同期水平。本月17日,全国旅游发展大会在京召开。习近平主席强调,要加快建设旅游强国,让旅游业更好服务美好生活、促进经济发展、构筑精神家园、展示中国形象、增进文明互鉴。

立足当下,共建旅游交流合作新目标。旅游有经济属性和市场价值,旅游也是和平的使者和友谊的桥梁。促进中美两国游客互访规模的持续增长和服务品质的稳步提升,应当也可以成为政商学研各界共同的努力方向。为此需要务实开展旅游推广、实施更加便利的签证政策、持续扩大直航航班配额、深化旅游投资机构和市场主体之间的合作交流,推动两国旅游业界、教育和智库往来。

协同各界,共享旅游交流合作新成果。持美国旅游推广局(Brand USA)和行业组织,夏威夷、纽约、洛杉矶、芝加哥等重点州市,美联航、运通、VISA、希尔顿、迪士尼、环球度假区等投资机构和市场主体在中国开展活动。支持“你好!中国”、中国旅游协会、北京、上海、广州、成都、西安等重点城市赴美开展旅游推广,签署城市间、省州间、行业组织间的旅游合作协议,支持中国旅游和航空企业赴美国拓展市场。

Vision and Action: Shaping the Future of China-U.S. Tourism Exchange

- Keynote Speech at the 14th China-US Tourism High-level Dialogue

I. 2016: Period of growth followed by stagnation

In 2007, China and the United States signed cooperation documents such as the "Initiative to Build the 'China-U.S. Strategic Cooperation Framework on Tourism'", jointly initiating the China-U.S. High-Level Dialogue on Tourism. The next year the two governments signed the Approved Destination Status (ADS) agreement, paving the way for organized group tours of Chinese citizens to the United States.

The mutual trust in politics, economic cooperation, and friendly atmosphere between China and the United States have significantly boosted two-way tourism demand and strengthened industrial partnerships. In 2014, both nations reached a bilateral agreement to issue 10-year valid visas to each other's business and tourist travel. That year, the number of Chinese citizens selecting the United States as their primary tourist destination exceeded 2 million for the first time, surpassing the count of American visitors to China.

In 2015, during President Xi Jinping's visit to the United States, China and the U.S. jointly declared 2016 as the "China-U.S. Tourism Year." This initiative led to over a hundred tourism exchange activities, significantly boosting tourism interactions between the two nations. By 2016, the number of tourists traveling between the countries surpassed 5 million. For the first time, over 3 million Chinese tourists visited the U.S., spending more than $30 billion on tourism.

Looking back, we deeply understand that without the guidance of the leaders from both countries, high-level visits, political mutual trust, and industry interaction, sustainable tourism exchange and high-quality tourism development would not have been possible; the frequent interaction among the people and within the tourism industry has effectively promoted people-to-people and cultural exchanges and mutual learning between our two countries.

II 2024: Building Confidence and Restoring Supply Chains

In November 2023, President Xi Jinping attended and delivered a speech at the United States Friendly Groups Welcome Banquet in San Francisco. We will invite 50,000 American young people to visit China over the next five years. The joint efforts of both countries' leaders, governmental support, and the interactions among young individuals have laid a robust foundation for the stable and growing cultural exchanges between China and the United States, boosting confidence in the growth of China-U.S. tourism cooperation.

Chinese tourists visiting the United States have consistently expressed high satisfaction, with ratings consistently above 80%. Similarly, American tourists visiting China have also expressed high satisfaction. On March 28 of this year, representatives from Lincoln High School where President Xi Jinping visited, left with cherished memories: "The Forbidden City is immense! We walked through its vast expanse. I captured images of many girls dressed in beautiful traditional attire," Both China and the United States play crucial roles as significant source markets, popular tourist destinations, and key industry collaborators for each other. This relationship presents vast opportunities for growth in various sectors such as tourism investments, travel services, group receptions, accommodation brands, and retail partnerships. With the end of pandemic, Chinese travelers are swiftly resumed visiting the U.S., by 2023, the United States regained its position as the top choice for long-haul travel among Chinese tourists.

While maintaining a positive outlook for the future, we recognize the impact of insufficient aviation capacity on the recovery of the tourism supply chain, as well as the influence of restrictive travel policies on the destination choices of tourists from both countries. In 2019, there were 300 direct flights between China and the United States every week, but now there are less than 100. The tourism industry is still trying to recall employees lost in the three years of the pandemic, which also directly affects the orderly recovery of the supply chain. It is concerning that due to negative news online about visas, customs, immigration, security, and other issues, some Chinese tourists have given up their plans to visit the United States in recent years. Influenced by the U.S. State Department's Travel Advisory for the Chinese mainland, categorized as “Level 3: Reconsider Travel”, the previously high satisfaction of American tourists to China has begun to fluctuate, and the number of American tourists choosing other Asian countries as long-haul tourist destinations has increased.

III. 2035: Work together towards a shared vision

Looking to the future, let's negotiate with each other and foster a new concept of tourism exchange and cooperation between China and the United States. China is entering a new cycle of prosperity and development. During the five-day Labor Day holiday this year, 295 million domestic trips were made, generating tourist spending of 166.89 billion yuan in total, an increase of 28.2% and 13.5% over the same period in 2019 respectively. There were 1.775 million inbound tourists and 1.897 million outbound tourists, close to the level of the same period in 2019. On the 17th of this month, the National Tourism Development Conference was held in Beijing. President Xi Jinping stressed that it is necessary to speed up the development of China as a world powerhouse in tourism, so that tourism can better serve a better life, promote economic development, build a spiritual home, showcase China's image and enhance mutual learning among civilizations.

Based on the present, we aim to jointly establish new goals for tourism exchange and cooperation between China and the United States. Tourism not only holds economic and market value but also serves as a messenger of peace and a bridge of friendship. To promote the continuous increase in tourist visits between China and the United States and the steady improvement in service quality should and can become the common goal among all sectors of government, business, academia and research, which requires our joint efforts. To achieve this, it is necessary to pragmatically promote tourism, implement more convenient visa policies, continuously expand direct flight quotas, deepen cooperation and exchanges between tourism investment institutions and market entities. Furthermore, we should promote exchanges between the tourism industries, education institutions, and think tanks of the two countries.

Collaborate with various sectors toward new achievements in tourism exchange and cooperation between China and the United States. Activities in China carried out by Brand USA and industry organizations, key states and cities such as Hawaii, New York, Los Angeles, Chicago, market entities such as United Airlines, American Express, VISA, Hilton, Disney, and Universal, will be supported. Efforts to promote tourism, including signing tourism cooperation agreements between cities, provinces and states, and industry organizations of China and the United States, by "Hello!China", the China Tourism Association, and key cities such as Beijing, Shanghai, Guangzhou, Chengdu, Xi'an, etc, will be supported. Efforts to expand the market in the United States by Chinese tourism and aviation enterprises will be supported.
